“Not for me.” Of course not. This is what some of you wrote to me yesterday. Your operator definitely did not price the contract as if KPI deductions did not exist. They definitely did not assume the client would pay every change at cost plus margin… once or twice a year. And your builder? Of course they brought people with real close-out experience. They know exactly where the records are. The test results. The as-builts. The approvals. The evidence the Independent Engineer needs before issuing the Completion Certificate. Naturally. They also understood that the “small optimizations” made on site needed to be reviewed and signed off by the designers. Because small changes are only small… until they become a quality problem. Or a certification problem. Or a handback problem. Or a very expensive dispute. But no. That does not apply to your project. I know. Your contract is different. Your team is different. Your problems are different. Your project is unique. Of course it is. The deductions, missing records, undocumented changes and delayed certificates just happen to look strangely familiar. That is the uncomfortable value of an Project Management Review. Not to prove that your project is the same as everyone else’s.
